Abstract
Kenya Revenue Authority (KRA) is one of the organizations that relies heavily on ICMS as one of its key components in achieving modernized reforms. The success of ICMS technology currently being rolled out in KRA customs and border department has not reached 100 percent (KRA, 2014). Due to the delayed rate of successful implementations of integrated customs management system in KRA, this study aims at assessing some of the deemed factors influencing ICMS implementation in KRA customs and border control department in a bid to offer insights into factors particularly in the internal environments that could determine success. Specifically, the study assessed the influence of internet connectivity, ICT training and skills, managerial support and funding factors on the implementation, integration and adoptions of ICMS in KRA. The study employed a descriptive survey design with both qualitative and quantitative approaches. A sample of 81 respondents comprising of KRA staff in the customs department was selected through stratified and simple random sampling technique from the total population 1600 of 415 customs officers based in Nairobi County. Data was collected by use of questionnaire. Data was analyzed using descriptive and inferential statistics. The study revealed ICT training and skills was the most important factor influencing implementation of ICMS, followed by funding then internet connectivity and managerial support in that order. The regression model ‘s adjusted R-squared was 0.574 explaining 57.4% of implementation of ICMS using the four independent variables. This therefore translates to the four independent variables (internet connectivity, ICT training and skills, managerial support and funding) which explains 57.4% of the implementation of ICMS. The remaining 42.6 % can be explained by other factors. The study concluded that the study concludes that ICT training and skills, funding, internet connectivity and managerial support greatly influenced implementation of ICMS in the KRA customs and border department.
