Abstract
Performance management remains extremely valuable activity during human resource management. It involves valuation of present and past results of an employee, a work team or a firm. Based on best practices in line with HRM, there is always a need for new recruitment, training, career development and even rewarding among others. The research therefore, focused on studying the effects of performance management on the customs employee’s performance at CFSs operations. The study, aimed to build on three theories; Control Theory, Humanistic Theory and Expectancy Theory focused on in achieving the following particular objectives; to determining the effects of performance objective on customs employee performance at CFS’s operations, to establish the effects of performance contracting on customs employee’s performance at CFS’s operations in Mombasa and, to establish the effect of performance appraisal on customs employee’s performance at CFS’s operations in Mombasa. The research questions adopted to guide the study included; what is the influence of performance objective on customs employee performance at CFS’s operations in Mombasa. What is the effect of performance contracting on customs employee’s performance at CFS’s operations. What are the effects of performance appraisal on customs employee’s performance at CFS’s operations? The study adopted a cross sectional design and a stratified random sampling to obtain a sample size of 93 out of 127 respondents from the three strata; Cluster managers, Customs Officers and Support staff at the CFSs. Questionnaire was adopted to be the main data collection instrument. Data analysis was done using the Statistical Package for Social Sciences (SPSS) 25. Descriptive statistics was analyzed in the measures of central tendency and measures of dispersion and presented in tables, inferential statistics done using correlation analysis and linear regression models. The researcher established that the performance objectives has a moderate effect on the Customs employee performance at the CFS’s operations with s significant correlation of 0.203, the researcher noted a strong positive effect of the performance contracting on the Customs Employee performance at CFS’s operations in Mombasa, with a correlation of 0.328.Performance appraisal was found to have a strong positive effect on the Customs Employee performance at CFS’s operations in Mombasa with a correlation of 0.309. From the research findings, the researcher recommends on the following; The refinement of performance objectives within the department, the objectives should be measurable, clear, understandable and achievable by a competent employee within the customs department. There is need to sensitize the customs employee on the concept of performance contracts and the benefits associated to them, this will improve in the employee’s perception and minimize resistance to change. Also, will improve the achievement of the agreed to set targets in quality service deliverance to the community in an accountable and transparent manner for the sustain Improvement in the performance appraisal activities within the department will improve the Customs Employee performance. This way, the employee’s strengths and opportunities assessed for future improvements and development to improve employees’ actual performance.
